Ans : Monaco is a tiny European kingdom. It lies on the shore of Mediterranean sea. France and Italy share their border with Monaco.The population is 7000 and area is less than 7000 acres. The king has a palace. There are courtiers, ministers, generals and a bishop.Its army has only 60 soldiers. Like other kingdoms, everything is there here, but in a small scale. The common items on which taxes levied are tobacco and liquor. In addition to this, there is a poll tax.
People of Monaco are gentle and peace loving. Very few people smoke and drink wine in Monaco. So, the revenue is insufficient to run the country. Later the king decides to allow gaming houses and gets a lot of revenue. Q. 2. Why did the King of Monaco allow gaming in his kingdom ? . Or Though gaming is a dirty business, why does the King of Monaco resort to it?

The only option is to permit gaming houses. He knows well that it is a dirty business and it harms the common people. For this reason, it has been banned in other European countries. But, there is no other go. So, The king resorts to allow gaming houses to operate. Gamblers from other countries come to Monaco to play roulette. Thus, Monaco gets a lot of revenue now.
Q. 3. Why did the king of Monaco alter the death sentence given
to the convict ?
Ans : Once, a rare thing happened in Monaco. A murder was committed. The criminal was taken to the court and tried. According to the law, the judge awarded death sentence to him. Finally it was approved by the king. But, carrying out this order was impossible as there was no guillotine and executioner in Monaco. So, the king told officers to write a letter to The French government to lend guillotine and an executioner. The French government demanded 16,000 Francs for this. As this was too costly, a letter was written to Italian government which demanded 12,000 Francs. Even this also was too much burdensome.
Then, The king told the General to ask his soldiers if any one them could cut the head of the criminal in a rough way. No soldier agreed to this proposal. They refused this saying that they were not trained to cut their own people’s head.
The king had no other option but to change the
sentence. It was changed to life imprisonment.

of Monaco offer pension to the convict
who was serving life imprisonment?

As there was no facility for execution, and demand from France and Italy was too much, the king changed the sentence in to life imprisonment. The convict was kept in a cell and a guard was appointed to guard the cell.
After one year, the king found that a sum of 600 Francs was spent on the criminal. He was shocked. He told the officers that Monaco could not afford to bear the burden of 600 Francs a year. So, he told his ministers to find a way to avoid this expenditure. The council was again called and it was decided to dismiss the guard so that the criminal would run away. But the criminal remained there. He told the king that his life had been ruined. He had nowhere to go and nobody would give him job. He refused to go out of the prison.

to offer him a pension. He agreed to give 600 Francs a year as pension.

Answer :
is a popular proverb normally coated by those who don't mind earning money by foul means. Building a stone palace means requirement of a lot of money and leading a luxury life. It is not a universal truth but, normally we observe that a person who sticks to ethics and earns his livelihood by honest means cannot lead a luxurious life. Therefore this proverb is in vogue.
When a person earns a lot of money by illegal means, his conscience knows that he is doing a wrong thing and it is a punishable offence. But his greed doesn't stop him from doing so. In order to escape from the guilt, he quotes this proverb.
This is true in the case of the king of Monaco. When the revenue from the taxes ; like tax on tobacco, on liquor and poll tax is not sufficient to run his government, he goes to the extent of allowing gaming houses to operate in his kingdom. He very well knows that it is a dirty business and it has been banned by all other European states. But, there is no one to stop him. The pity is that the kinglet doesn't think about the long term ill effects on his subjects and ultimately on himself.
No sensible ruler would allow gaming houses. It is important to note that the king of Monaco is guilty of his action. That is the reason he quotes this proverb. And in order to justify his action, he says that even allowing the consumption of liquor and tobacco is also not good. But every state allows it and collects taxes.
In my opinion, anything that has ill effects on our society, should be banned. Earning money should always be by fair means whether by an individual or by the government. Escapism doesn't serve any purpose. So, the proverb itself is wrong.
